INR 5,000 fine for cars without HSRP & colour coded stickers

The Government of the National Capital Territory of Delhi issued a public notice to affix High-Security Registration Plates along with the colour coded sticker a third registration mark for all new and old vehicles registered in the NCT of Delhi. The transport department has authorised the dealers of all Original Equipment Manufacturers to install the registration number plates and the colour coded sticker on all old vehicles. Owners of the vehicles who fail to produce the HSRP number plates as well as the colour coded sticker are liable for prosecution under the Motor Vehicle Act, 1988 and CMVR, 1989. 

According to a media report, since the last week, 9 enforcement teams have issued more than 900 challans to users without the HSRP number plates and colour code stickers. The fine for not being able to produce the hi-tech number plate on their vehicle is said to be INR 5,500. Furthermore, the appointments to get the HSRP number plate and the colour code sticker has been booked till March 2021, said the source. Now, the special transport commissioner has instructed the enforcement teams not to penalise the car owners who have already booked their slots for the HSRP number plates. If the car owners are able to produce any evidence of booking such as an SMS or a receipt, the vehicle owner will not be challaned. 

The 9 teams would continue the drive making the road users aware of the new rules. It is essentially a ‘limited pre-enforcement drive’ that will encourage the road users to affix the hi-tech number plates and colour code stickers on their vehicle. The campaign is currently targeted towards four-wheel vehicle users only, at the moment. 

Vehicle owners, who have not been able to book the slots for the as the website is showing an error for their vehicle must first port details of their vehicle on the latest NIC database Vahan 4, which should be updated to the Vahan website and then make an application for the HSRP number plates and colour coded stickers.
