Delhi’s air quality has been rated under the severe plus category for the 2nd consecutive day. This has prompted the Commission for Air Quality Management (CAQM) to ban diesel vehicles from being used in the Delhi-NCR region.
Poor Air Quality in New Delhi
Two days back, the 24-hour average Air Quality Index (AQI) in Delhi was 458. An Air Quality Index from 0 to 100 is considered as good, while from 100 to 200 it is moderate, from 200 to 300 is poor, while 300 to 400 is said to be very poor. When it is between 400 and 500 or even higher, it is considered as severe. People have reported a burning sensation in their eyes and respiratory distress.
Ban on BS3 and BS4 diesels
As part of the Graded Response Action Plan (GRAP), the government has banned BS3 and BS4-rated diesel vehicles from plying. Only diesels that are compliant with BS6 emission norms will be allowed. The GRAP allows the government to take strict action to reduce pollution levels.
However, vehicles in the emergency services or those converted to CNG have been exempted from this ban. Even trucks have been banned from entering the Delhi-NCR regions. Trucks carrying essential goods, running on CNG or electric vehicles, will be allowed entry into the region. It is also said that the Delhi Government will now fine all offenders with a penalty of Rs. 20,000.
The Delhi Transport department has deployed as many as 120 enforcement teams to check on BS3 and BS4 diesel vehicles.
The government has also started taking action on industries that are not using clean fuel for their operations. Even the use of diesel gensets has been banned. Construction work of public works is also paused till the air quality improves.
Air quality has been a big issue in north India during the winter months. In November, air quality has been severe in three out of four days.
